The Assessment Gap: The Nature and Consequences of Mandated Literacy Assessment Practices of Latinx Students in Bilingual Programs in Colorado

This qualitative study investigated the nature and consequences of mandated literacy assessments of Latinx students in bilingual programs. First, the study briefly reviewed critical legislation and policies that impact the education of English Learners including a review of pertinent literature on bilingual assessment. Next, the research study contains two components. A analysis of the literacy assessments administered to bilingual Latinx students in grades K-5 in both English and Spanish constitute the document analysis component of the study. The results of the document analysis were compared and evaluated against the second component of this study which includes the open-ended, semi-structured interviews of seven key informants. The key informants possess the substantial experience and expertise in the administration of literacy assessments of bilingual Latinx students in the district of this investigation. The study findings and discussion addressed both the quantity and the quality of the literacy assessments administered to bilingual Latinx students in Colorado. The study’s findings were compiled into a final report and will be presented to the study’s district leadership. The report summarized the research findings and includes possible considerations and suggestions that inform the literacy assessment policies and practices of bilingual Latinx students.
