In a small rural Colorado school district, two elementary schools implement different literacy programs and are given the autonomy to continue their literacy programming. This study will use the Concerns Based Adoption Model (CBAM) to help school leaders in better understanding what literacy instructional strategies and programming teachers are implementing to meet the needs of students in grade level classrooms. This study will also help school leaders and teachers better understand how resources can support the implementation of literacy programming and instructional literacy strategies.
