Obituary

Jack Donnelly

John F. (Jack) Donnelly, former senior defense and counterintelligence official died peacefully at his home on February 27, 2015. Mr. Donnelly served his country throughout his career, which included 32 years as a Special Agent with the Naval Investigative Service, NIS (now Naval Criminal Investigative Service, NCIS), where his key assignments included serving as the Regional Director for Europe and the Far East Region and directing Career Services and the Counterintelligence Directorate. In 1981 Mr. Donnelly left NIS and entered the Senior Executive Service working at the Pentagon on Department of Defense counterintelligence issues.

In 1988 Mr. Donnelly was appointed as the Director of the Defense Investigative Service, DIS (now DSS), where for eight years he oversaw the security of cleared defense contractors and security background investigations of industry personnel. Mr. Donnelly was the recipient of numerous awards, citations, and bonuses; however, he said his favorite part of the job was defeating cold war adversaries’ attempts to commit espionage against the United States.

Jack often spoke fondly of his NIS tours and work in Philadelphia, Alaska, the Philippines, Europe and Washington, D.C. His many friends and colleagues remember him as a leader and mentor whose dedicated work contributed to the national defense and whose guidance, caring and wit touched lives.

During three weeks in hospice, Jack was surrounded by family. An Irishman who loved golf, a good laugh, and a good read, he remained a jokester till the end, bringing smiles to those around him, even in his final days. He leaves behind his wife Terry Donnelly, his five children, Honorine Nocon, Michelle Mowson, Michael Donnelly, Jacqueline Marsteller, Sean Donnelly, 10 grandchildren and 4 great grandchildren, who along with his many friends and colleagues celebrate his life.

In lieu of flowers, please send a contribution to your favorite charity in the name of John F. Donnelly.
