\/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p><b>ADDRESSING COLLEGE EVENTS<\/b><\/p>\n<p>On May 2, President Biden offered <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2024\/05\/02\/remarks-by-president-biden-on-recent-events-on-college-campuses\/\" rel=\"noopener\">remarks<\/a>\u00a0on recent events on college campuses.\u00a0 \u201cWe\u2019ve all seen the images, and they put to the test two fundamental American principles,\u201d he said.\u00a0 \u201cThe first is the right to free speech and for people to peacefully assemble.\u00a0 The second is the rule of law.\u00a0 Both must be upheld.\u201d<\/p>\n<p>\u201cIn moments like this, there are always those who rush in to score political points, but this isn\u2019t a moment for politics,\u201d he continued.\u00a0 \u201cIt\u2019s a moment for clarity\u2026.\u00a0 Destroying property is not a peaceful protest.\u00a0 It\u2019s against the law.\u00a0 Vandalism, trespassing, breaking windows, shutting down campuses, forcing the cancellation of classes and graduations &#8212; none of this is a peaceful protest.\u00a0 Threatening people, intimidating people, instilling fear in people is not peaceful protest\u2026.\u00a0 It\u2019s basically a matter of fairness.\u00a0 It\u2019s a matter of what\u2019s right.\u00a0 There\u2019s the right to protest but not the right to cause chaos.\u201d<\/p>\n<p>\u201cLet\u2019s be clear about this as well,\u201d the President concluded.\u00a0 \u201cThere should be no place on any campus, no place in America for antisemitism or threats of violence against Jewish students.\u00a0 There is no place for hate speech or violence of any kind, whether its antisemitism, Islamophobia, or discrimination against Arab Americans or Palestinian Americans\u2026.\u00a0 I understand people have strong feelings and deep convictions\u2026.\u00a0 But it doesn\u2019t mean anything goes.\u00a0 It needs to be done without violence, without destruction, without hate, and within the law.\u201d<\/p>\n<p>A day later (May 3), Secretary Cardona issued a\u00a0<a href=\"https:\/\/www2.ed.gov\/policy\/gen\/guid\/secletter\/240503.html\" rel=\"noopener\">letter to all college and university presidents<\/a>\u00a0echoing the President\u2019s message.\u00a0 \u201cAs the 2023-24 school year comes to a close, I remain incredibly concerned about antisemitic hate directed at students on some campuses,\u201d he said.\u00a0 \u201cAt the Department of Education, we are eager to provide further resources, training, and technical assistance to help you ensure that our nation\u2019s institutions of higher education foster a culture of safety and inclusion while fulfilling their obligations under federal civil rights law.\u201d\u00a0 (Note: Among the resources is a federal\u00a0<a href=\"https:\/\/sites.ed.gov\/cfbnp\/federal-campus-safety-resources\/\" rel=\"noopener\">Campus Safety Resource Guide<\/a>.)<\/p>\n<div>And, on\u00a0<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2024\/05\/03\/a-proclamation-on-days-of-remembrance-of-the-victims-of-the-holocaust-2024\/\" rel=\"noopener\">Holocaust Remembrance Day<\/a>\u00a0(May 7), the Biden Administration announced\u00a0<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/05\/07\/biden-harris-administration-ramps-up-actions-to-counter-antisemitism-on-college-campuses-and-protect-jewish-communities\/\" rel=\"noopener\">several new actions to counter the rise of antisemitism<\/a>.\u00a0 This included a\u00a0<a href=\"https:\/\/www.ed.gov\/news\/press-releases\/us-department-educations-office-civil-rights-reminds-schools-their-legal-obligation-address-discrimination-based-shared-ancestry-and-ethnic-characteristics\" rel=\"noopener\">Dear Colleague Letter to schools districts and colleges<\/a>\u00a0from the Department\u2019s Office for Civil Rights (OCR) with examples of antisemitic discrimination, as well as other forms of hate, that could lead to investigations for violations of Title VI of the\u00a0<i>Civil Rights Act of 1964<\/i>.\u00a0 In the last seven months, OCR has opened more than 100 investigations into complaints alleging discrimination based on\u00a0<a href=\"https:\/\/www2.ed.gov\/about\/offices\/list\/ocr\/sharedancestry.html\" rel=\"noopener\">shared ancestry or ethnic characteristics.<\/a><\/div>\n<div><\/div>\n<div><\/div>\n<div><b>PROGRESS: FAFSA IMPLEMENTATION<\/b><\/div>\n<div>\n<p>Early last week, the Department <a href=\"https:\/\/www.ed.gov\/news\/press-releases\/us-department-education-completes-processing-fafsa-forms-impacted-known-issues-outlines-push-expand-application-submissions\" rel=\"noopener\">announced<\/a>\u00a0that it had completed reprocessing the\u00a0<a href=\"https:\/\/studentaid.gov\/h\/apply-for-aid\/fafsa\" rel=\"noopener\">2024-25 Free Application for Federal Student Aid<\/a>\u00a0(FAFSA\u00ae) forms impacted by known issues with Internal Revenue Service (IRS) data, which should enable all institutions to package financial aid offers (<a href=\"https:\/\/fsapartners.ed.gov\/knowledge-center\/library\/electronic-announcements\/2024-04-29\/2024-25-fafsa-update-reprocessing-irs-fa-ddx-data-known-issues-updated-may-1-2024\" rel=\"noopener\">electronic announcement<\/a>).\u00a0 It also announced changes to allow applicants and contributors without a Social Security number to immediately access and submit the online form (<a href=\"https:\/\/fsapartners.ed.gov\/knowledge-center\/library\/electronic-announcements\/2024-04-30\/update-access-2024-25-fafsa-form-individuals-without-social-security-number-updated-may-6-2024\" rel=\"noopener\">electronic announcement<\/a>).\u00a0 These actions coincide with an ongoing national outreach campaign to continue increasing completion rates; to date, the agency has processed some nine million FAFSA forms.<\/p>\n<p>Meanwhile, the Department remains active in its outreach to students and contributors who need to make a correction to their 2024-25 FAFSA form.\u00a0 Corrections should only take a few minutes to complete.\u00a0 The following videos &#8212; in English and Spanish &#8212; walk students and contributors through the process.<\/p>\n<p><iframe loading=\"lazy\" a $50 million program, as part of the FAFSA Student Support Strategy, to help districts, states, non-profit organizations, and other public and private organizations with efforts to boost FAFSA completion.\u00a0 These funds will help grow organizations\u2019 capacity (advisers, counselors, and coaches) to support students and contributors, including extended hours through evenings, weekends, and the summer.\u00a0 The funds will also facilitate submission clinics, including through partnerships with schools and districts, and provide transportation as needed.\u00a0 Additionally, the funds will help organizations communicate with students and families, via text, calls, and video-conferences, in multiple languages as needed.<\/p>\n<p>In other student loan-related news:<\/p>\n<p><a Environmental Protection Agency to discuss deployment of unprecedented levels of federal funding available for school infrastructure and spotlight examples where communities are taking action to address the climate crisis, improve learning, and protect children\u2019s health (<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/04\/26\/fact-sheet-biden-harris-administration-hosts-first-ever-white-house-summit-for-sustainable-and-healthy-schools\/\" health and sustainability goals.)<\/p>\n<p>&nbsp;<\/p>\n<p>Then, on May 9, the Secretary announced the 2024 class of\u00a0<a href=\"https:\/\/www.ed.gov\/news\/press-releases\/us-department-education-announces-161-students-be-honored-2024-us-presidential-scholars\" rel=\"noopener\">U.S. Presidential Scholars<\/a>.\u00a0 This program was established by Executive Order in 1964 (happy 60th anniversary!) to honor academic achievement of graduating high school seniors.\u00a0 It was expanded in 1979 to honor seniors excelling in the arts and in 2015 to honor seniors excelling in career-technical education (CTE).\u00a0 Each year, 161 students are named, including at least two students from every state, the District of Columbia, Puerto Rico, and American families living abroad.\u00a0 Another 15 are chosen at-large, 20 are scholars in the arts, and 20 are scholars in CTE.\u00a0 This year, over 5,700 candidates qualified based on exceptional ACT or SAT scores or nominations by Chief State School Officers, partner organizations, and the National YoungArts Foundation\u2019s nationwide YoungArts competition.\u00a0 The White House\u00a0<a href=\"https:\/\/www2.ed.gov\/programs\/psp\/commission.html\" rel=\"noopener\">Commission on Presidential Scholars<\/a>,\u00a0appointed by the President, Department\u2019s Performance Improvement Office (PIO), within the Office of the Deputy Secretary, recently published the agency\u2019s\u00a0<a href=\"https:\/\/www2.ed.gov\/about\/reports\/annual\/2025plan\/fy2023apr-fy2025app.pdf\" rel=\"noopener\">Fiscal Year 2023 Annual Performance Report (APR) and FY 2025 Annual Performance Plan (APP)<\/a>.\u00a0 The\u00a0<i>GPRA Modernization Act of 2010<\/i>\u00a0requires federal agencies to report on progress toward achieving the goals and objectives of their strategic plans to Congress and the public.\u00a0 The FY 2023 APR highlights key successes, activities, and milestones accomplished by program offices under each strategic goal and reports the status of performance indicators.\u00a0 The FY 2025 APP describes core strategies and activities that the Department will implement in the upcoming fiscal year and establishes targets for performance indicators.\u00a0
