\/><\/a><\/p>\n<p><strong>TITLE IX REGULATIONS<\/strong><\/p>\n<p>Last week, the Department <a href=\"https:\/\/www.ed.gov\/news\/press-releases\/us-department-education-releases-final-title-ix-regulations-providing-vital-protections-against-sex-discrimination\" rel=\"noopener\">released<\/a>\u00a0its final regulations under Title IX, which prohibits discrimination on the basis of sex in education programs or activities receiving federal financial assistance.\u00a0 This rule promotes educational equity and opportunity for students across the country, as well as accountability and fairness, while empowering and supporting students and families (see also\u00a0<a href=\"https:\/\/twitter.com\/SecCardona\/status\/1781326352450216186\" rel=\"noopener\">Secretary Cardona\u2019s video<\/a>).<\/p>\n<p>The final regulations advance Title IX\u2019s promise of ensuring no person experiences sex discrimination, including sex-based harassment or violence, in federal-funded education.\u00a0 They also restore and strengthen vital protections for students and provide schools with information to meet their Title IX obligations, while offering appropriate discretion and flexibility to account for variations in school size, student populations, and administrative structures.\u00a0 In addition, they require schools to take prompt and effective action when notified of conduct that reasonably may constitute sex discrimination in their programs or activities.\u00a0 And, they reaffirm the Department\u2019s core commitment to fundamental fairness for all parties, the rights of parents and guardians to support their minor children, and respect for complainants\u2019 autonomy.<\/p>\n<p>Review the\u00a0<a href=\"https:\/\/www2.ed.gov\/about\/offices\/list\/ocr\/docs\/t9-unofficial-final-rule-2024.pdf\" rel=\"noopener\">unofficial version of the rule<\/a>\u00a0online.\u00a0 The Department also released a\u00a0<a href=\"https:\/\/www2.ed.gov\/about\/offices\/list\/ocr\/docs\/t9-final-rule-factsheet.pdf\" rel=\"noopener\">fact sheet<\/a>,\u00a0<a href=\"https:\/\/www2.ed.gov\/about\/offices\/list\/ocr\/docs\/t9-final-rule-summary.pdf\" rel=\"noopener\">summary of the major provisions<\/a>, and a\u00a0<a href=\"https:\/\/www2.ed.gov\/about\/offices\/list\/ocr\/docs\/resource-nondiscrimination-policies.pdf\" rel=\"noopener\">resource<\/a>\u00a0for drafting Title IX non-discrimination policies, notices of non-discrimination, and grievance procedures.<\/p>\n<p>The final regulations are effective on August 1, 2024, and apply to complaints of sex discrimination regarding alleged conduct that occurs on or after that date.\u00a0 The Department is committed to supporting schools in implementing the rule and will provide technical assistance and resources to support compliance.<\/p>\n<div>Meanwhile, the Department\u2019s rulemaking process is ongoing for a Title IX regulation related to athletics.\u00a0 The agency proposed amendments to this rule in April 2023 and received over 150,000 public comments, which, by law, must be carefully considered.<\/div>\n<div><\/div>\n<div><\/div>\n<div><strong>PROGRESS: FAFSA IMPLEMENTATION<\/strong><\/div>\n<div>\n<p>For the latest information related to the <a href=\"https:\/\/studentaid.gov\/h\/apply-for-aid\/fafsa\" rel=\"noopener\">2024-25 Free Application for Federal Student Aid<\/a>\u00a0(FAFSA\u00ae), bookmark\u00a0<a href=\"https:\/\/fsapartners.ed.gov\/knowledge-center\/topics\/fafsa-simplification-information\/2024-25-fafsa-fast-news\" rel=\"noopener\">FAFSA Fast News<\/a>, a new blog on the Federal Student Aid (FSA) web site dedicated to implementation of the\u00a0<a href=\"https:\/\/www.ed.gov\/Better-FAFSA\" rel=\"noopener\">Better FAFSA<\/a>.<\/p>\n<p>Some key excerpts:<\/p>\n<p>April 12 &#8212; Earlier this week, Secretary Cardona sent a\u00a0<a href=\"https:\/\/www2.ed.gov\/policy\/gen\/guid\/secletter\/240409.html\" rel=\"noopener\">letter to leadership at all schools<\/a>\u00a0to update them directly about recent steps to provide support as they navigate the new FAFSA process.<\/p>\n<p>April 15 &#8212; Today kicks off the Department\u2019s\u00a0<a href=\"https:\/\/www2.ed.gov\/finaid\/info\/apply\/fafsa-week-of-action.pdf\" rel=\"noopener\">FAFSA Week of Action<\/a>\u00a0and the\u00a0<a href=\"https:\/\/www2.ed.gov\/finaid\/info\/apply\/better-fafsa-guidance.pdf\" rel=\"noopener\">#FAFSAFastBreak national campaign<\/a>\u00a0(see also Homeroom blogs\u00a0<a href=\"https:\/\/blog.ed.gov\/2024\/04\/its-fafsa-week-of-action-time-to-take-a-fafsafastbreak\/\" rel=\"noopener\">commencing<\/a>\u00a0and\u00a0<a href=\"https:\/\/blog.ed.gov\/2024\/04\/recapping-fafsa-week-of-action\/\" rel=\"noopener\">recapping<\/a>\u00a0the week\/campaign).<\/p>\n<p>April 16 &#8212; As we announced last week, students and their contributors can now make corrections to change or add to their 2024-25 FAFSA forms, including adding schools, signing, or consenting for Internal Revenue Service (IRS) data to be shared.\u00a0 This week and throughout the month, we will follow up with students directly by email if they need to make a correction to successfully submit the 2024-25 FAFSA form\u2026\u00a0 In an\u00a0<a href=\"https:\/\/fsapartners.ed.gov\/knowledge-center\/library\/electronic-announcements\/2024-04-15\/student-corrections-availability-fps-reprocessing-and-promoting-fafsa-completion-fafsafastbreak\" rel=\"noopener\">April 15 Electronic Announcement<\/a>, we explained that, within one to three days of an applicant submitting a correction, schools and states typically should receive a new Institutional Student Information Record (ISIR) transaction and students should be able to review their updated FAFSA Submission Summary.<\/p>\n<p>April 18 &#8212; Yesterday, the Department began reprocessing FAFSA forms affected by known issues with FAFSA Processing System data\u2026.\u00a0 An\u00a0<a href=\"https:\/\/fsapartners.ed.gov\/knowledge-center\/library\/electronic-announcements\/2024-04-17\/reprocessing-fps-known-issues-and-common-origination-and-disbursement-cod-implementation\" rel=\"noopener\">April 17 Electronic Announcement<\/a>\u00a0also laid out our timeline to reprocess FAFSA forms affected by tax data issues.<\/p>\n<p>April 19 &#8212; We will send school district-level FAFSA submission data to governors\u2019 offices so they can identify which districts have the biggest gaps in submissions and plan accordingly.<\/p>\n<p>April 25 &#8212; The Department continues to post\u00a0<a href=\"https:\/\/www2.ed.gov\/finaid\/info\/apply\/state-fafsa-highschool-data.pdf\" rel=\"noopener\">high school FAFSA submission rates by state<\/a>\u2026.\u00a0 It also posts\u00a0<a href=\"https:\/\/studentaid.gov\/data-center\/student\/application-volume\/fafsa-completion-high-school\" rel=\"noopener\">high school- and district-level data by state<\/a> on a weekly basis.<\/p>\n<p>As of April 25, nearly 8.2 million 2024-25 FAFSA forms have been submitted.\u00a0 They are being processed as they come in, and information is typically sent to schools within one to three business days.<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p><strong>RISE AWARD<\/strong><\/p>\n<p><iframe loading=\"lazy\" title=\"Secretary Cardona Announces the 2024 RISE Award Winners\" src=\"https:\/\/www.youtube.com\/embed\/tB4jg0Z7Yvw?feature=oembed\" width=\"700\" height=\"394\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>This week, Secretary Cardona the selection of Mario Diaz Albarran, head custodian at Lincoln Elementary School in Palatine, Illinois, as the nation\u2019s <a href=\"https:\/\/www.ed.gov\/news\/press-releases\/illinoiss-mario-diaz-albarran-named-2024-%E2%80%98recognizing-inspiring-school-employees%E2%80%99-rise-honoree\" rel=\"noopener\">Recognizing Inspiring School Employees (RISE) Award\u00a0honoree<\/a>.\u00a0 This recognition, established by Congress in 2019, elevates classified school employees\u2019 outstanding contributions to quality K-12 education.\u00a0 Such employees include paraprofessionals and those in administrative and clerical services, custodial and maintenance services, food and nutrition services, health and student services, skilled trades, technical services, and\u00a0transportation services.\u00a0 The agency received\u00a0<a href=\"https:\/\/www2.ed.gov\/programs\/rise\/2024-nominees.pdf\" rel=\"noopener\">27 nominations from 15 states<\/a>.\u00a0 Governors\u2019 offices determined their processes for selecting up to two nominees, documenting excellence in five areas: work performance, school and community involvement, leadership and commitment, local support (from co-workers, school administrators, community members, etc.), and enhancement of school employees\u2019 image in schools and the community (<a href=\"https:\/\/www.ccsd15.net\/site\/default.aspx?PageType=3&amp;DomainID=8&amp;ModuleInstanceID=7380&amp;ViewID=6446EE88-D30C-497E-9316-3F8874B3E108&amp;RenderLoc=0&amp;FlexDataID=96573&amp;PageID=9\" rel=\"noopener\">award ceremony article<\/a>\u00a0and\u00a0<a href=\"https:\/\/blog.ed.gov\/2024\/04\/2024-rise-awardee-announced\/\" rel=\"noopener\">Homeroom blog<\/a>).<\/p>\n<p>&nbsp;<\/p>\n<p><strong>FUNDING OPPORTUNITIES<\/strong><\/p>\n<div>The Department is currently soliciting applications under several discretionary grant competitions.<\/div>\n<p><a href=\"https:\/\/www.federalregister.gov\/documents\/2024\/03\/08\/2024-04972\/applications-for-new-awards-competitive-grants-for-state-assessments-program\" rel=\"noopener\">Competitive Grants for State Assessments Program<\/a>.\u00a0 The purpose of this program is to enhance the quality of assessment instruments and systems used by states for measuring the academic achievement and growth of elementary and secondary school students.\u00a0 (Note: The deadline for applications is May 22.)<\/p>\n<p>Charter Schools Program (CSP)\u00a0<a href=\"https:\/\/www.federalregister.gov\/documents\/2024\/04\/24\/2024-08730\/application-for-new-awards-expanding-opportunity-through-quality-charter-schools-program-csp-grants\" target=\"_blank\" rel=\"noopener\">State Grants<\/a>,\u00a0<a href=\"https:\/\/www.federalregister.gov\/documents\/2024\/04\/24\/2024-08729\/applications-for-new-awards-expanding-opportunity-through-quality-charter-schools-program-csp-grants\" rel=\"noopener\">Developer Grants<\/a>, and\u00a0<a href=\"https:\/\/www.federalregister.gov\/documents\/2024\/04\/24\/2024-08731\/applications-for-new-awards-expanding-opportunity-through-quality-charter-schools-program-csp-state\" rel=\"noopener\">Facilities Incentive Grants<\/a>.\u00a0 These grants support the start-up of new charter schools and the replication and expansion of high-quality charter schools, as well as the schools\u2019 access to facilities and information dissemination and evaluation activities.\u00a0 (Note: The deadline for applications is June 13, June 24, and July 23, respectively.)<\/p>\n<p><a href=\"https:\/\/www.federalregister.gov\/documents\/2024\/04\/23\/2024-08578\/applications-for-new-awards-comprehensive-literacy-state-development\" rel=\"noopener\">Comprehensive Literacy State Development Program<\/a>.\u00a0 This program awards funding to advance literacy skills, through the use of evidence-based practices, activities, and interventions, including pre-literacy skills, reading, and writing, for children from birth through twelfth-grade, with an emphasis on disadvantaged children.\u00a0 (Note: The deadline for applications is June 24.)<\/p>\n<p>Also, in a\u00a0<i>Federal Register\u00a0<\/i>notice, the Department announced new\u00a0<a href=\"https:\/\/www.federalregister.gov\/documents\/2024\/04\/19\/2024-08341\/peer-review-opportunities-with-the-us-department-of-educations-office-of-elementary-and-secondary\" rel=\"noopener\">opportunities for individuals to participate in its peer review process for discretionary grant funding<\/a> under programs administered by the Office of Elementary and Secondary Education (OESE), the Office of English Language Acquisition (OELA), the Office of Special Education and Rehabilitative Services (OSERS), and the Office of Postsecondary Education (OPE).<\/p>\n<p>&nbsp;<\/p>\n<p><strong>SUPPORTING INCARCERATED INDIVIDUALS<\/strong><\/p>\n<p>Secretary Cardona traveled this month to <a href=\"https:\/\/www.ed.gov\/news\/media-advisories\/us-secretary-education-highlight-pathways-programs-and-community-colleges-connecticut\" rel=\"noopener\">Connecticut<\/a>\u00a0to highlight the importance of quality career pathways programs in correctional facilities and promote community colleges.\u00a0 First, in recognition of\u00a0<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2024\/03\/29\/a-proclamation-on-second-chance-month-2024\/\" rel=\"noopener\">Second Chance Month<\/a>, the Secretary visited Cheshire Correctional Institution, where he observed classroom instruction.\u00a0 Then, in celebration of Community College Month, he visited Connecticut State Community College-Middlesex to reflect on the critical partnerships between correctional facilities and two-year colleges to create courses for incarcerated students(<a href=\"https:\/\/www.flickr.com\/photos\/departmentofed\/albums\/72177720316294083\/\" rel=\"noopener\">photos<\/a>).<\/p>\n<p>During the trip, the Department announced a\u00a0<a href=\"https:\/\/www.ed.gov\/news\/press-releases\/biden-harris-administration-opens-new-path-incarcerated-borrowers-exit-default\" rel=\"noopener\">new path for borrowers who are incarcerated to exit default through consolidation<\/a>, providing them access to improve their credit and better repayment options.\u00a0 Those who had student loans before becoming incarcerated may consolidate their loans to get out of default, providing them with certain types of loans &#8212; including Perkins Loans and commercially held Federal Family Education Loan Program (FFEL) loans &#8212; to gain access to income-driven repayment (IDR) plans such as the\u00a0<a href=\"https:\/\/studentaid.gov\/announcements-events\/save-plan\" rel=\"noopener\">Saving on a Valuable Education (SAVE) Plan<\/a>.\u00a0 Those who are incarcerated may also sign up for\u00a0<a href=\"https:\/\/studentaid.gov\/announcements-events\/default-fresh-start\" rel=\"noopener\">Fresh Start<\/a>\u00a0&#8212; another exit default option &#8212; until September 30, 2024.<\/p>\n<p>In Connecticut and then in\u00a0<a href=\"https:\/\/www.ed.gov\/news\/media-advisories\/us-secretary-education-visit-little-rock-arkansas-join-debt-forgiveness-roundtable-and-visit-fafsa-clinic\" rel=\"noopener\">Arkansas<\/a>, the Secretary also joined\u00a0<a href=\"https:\/\/twitter.com\/SecCardona\/status\/1783617342187970865\" rel=\"noopener\">FAFSA clinics<\/a> for high school seniors and families.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>ODDS AND ENDS<\/strong><\/p>\n<p>In a <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/04\/21\/statement-from-president-joe-biden-on-passover\/\" rel=\"noopener\">statement on Passover<\/a>, President Biden noted, \u201c[W]e must speak out against the alarming surge of antisemitism &#8212; in our schools, communities, and online\u2026.\u00a0 Even in recent days, we\u2019ve seen harassment and calls for violence against Jews.\u00a0 This blatant antisemitism is reprehensible and dangerous &#8212; and it has absolutely no place on college campuses or anywhere in our country.\u201d\u00a0 (Note: Secretary Cardona also addressed antisemitism and protests in posts\u00a0<a href=\"https:\/\/twitter.com\/SecCardona\/status\/1782765202200518915\" rel=\"noopener\">1<\/a>\u00a0and\u00a0<a href=\"https:\/\/twitter.com\/SecCardona\/status\/1783574900537471014\" rel=\"noopener\">2<\/a>.)<\/p>\n<p>The President issued a\u00a0<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2024\/04\/19\/a-proclamation-on-earth-day-2024\/\" rel=\"noopener\">proclamation<\/a>\u00a0on Earth Day, and the White House released a\u00a0<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/04\/22\/fact-sheet-president-biden-marks-earth-day-2024-with-historic-climate-action\/\" rel=\"noopener\">fact sheet<\/a>\u00a0on climate action.\u00a0 (Note: Today is the first-ever White House Summit for Sustainable and Healthy K-12 School Buildings and Grounds &#8212; from 1 to 3:30 p.m. Eastern Time.)<\/p>\n<p><iframe loading=\"lazy\" title=\"White House Summit for Sustainable and Healthy K-12 School Buildings and Grounds\" President also issued a\u00a0<a rel=\"noopener\">readout<\/a>\u00a0of the convening of federal agencies &#8212; including Education &#8212; as part of the Administration\u2019s gun violence emergency response protocol.<\/p>\n<p>And, in the\u00a0<i>Federal Register<\/i>, the Administration released the\u00a0<a href=\"https:\/\/www.federalregister.gov\/documents\/2024\/04\/17\/2024-07726\/student-debt-relief-for-the-william-d-ford-federal-direct-loan-program-direct-loans-the-federal\" rel=\"noopener\">first set of draft rules<\/a>\u00a0to provide debt relief to millions of federal student loan borrowers (<a href=\"https:\/\/www.ed.gov\/news\/press-releases\/biden-harris-administration-releases-first-set-draft-rules-provide-debt-relief-millions-borrowers\" rel=\"noopener\">press release<\/a>).<\/p>\n<p>First Lady Dr. Jill Biden promoted career-connected learning programs in\u00a0<a href=\"https:\/\/www.ednc.org\/first-lady-visits-north-carolina-to-discuss-the-states-dual-enrollment-model\/\" rel=\"noopener\">North Carolina<\/a>\u00a0(<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2024\/04\/15\/remarks-as-prepared-for-delivery-by-first-lady-jill-biden-at-visit-to-guilford-technical-community-college\/\" rel=\"noopener\">remarks<\/a>).<\/p>\n<p>The National Center for Education Statistics (NCES) shared the latest findings from the\u00a0<a href=\"https:\/\/nces.ed.gov\/surveys\/spp\/\" rel=\"noopener\">School Pulse Panel<\/a>,\u00a0covering concerns from school leaders and parents, development of social-emotional skills, and state assessment perceptions during the 2023-24 school year.<\/p>\n<p>The Department published the\u00a0<a href=\"https:\/\/www2.ed.gov\/programs\/psp\/2024\/semifinalists.pdf\" rel=\"noopener\">list of semifinalists<\/a>\u00a0for the 2024 U.S. Presidential Scholars Program.<\/p>\n<p>The Department\u00a0<a Administration\u2019s commitment to ensuring that students of all backgrounds can succeed in any postsecondary pathway.\u00a0 (Note: At the summit, the Secretary announced the release of a\u00a0<a Director, Matthew Soldner committed IES to contributing to a more inclusive R&amp;D ecosystem.<\/p>\n<p>The Department of Agriculture announced that\u00a0<a href=\"https:\/\/www.fns.usda.gov\/cn\/school-nutrition-standards-updates\" rel=\"noopener\">nutrition standards for school meals<\/a>\u00a0will be gradually updated to include less sugar and greater guidelines, and leading practices for public participation and community engagement activities to help federal agencies more broadly and meaningfully engage with individuals and
